“It has a responsibility to millions of people around the world but at the moment it’s like a one-man show. It’s difficult to change it from the outside because those on the inside aren’t interested in

“If I do run for the presidency, because it’s still a doubt, then my plan is fairly simple; I want to reform FIFA 360 degrees and make it a modern, transparent, democratic organisation, with a clear idea of what it is and what it should do.

“I always compare it to this; let’s go from something that is like North Korea to a more democratic South Korea.

“I don’t need publicity. If I did I could get it via my players or in other ways.  A lot of people talk and say Blatter is ruining FIFA, and I agree with that, but I don’t see anyone getting up and saying: ‘

Let’s work. Let’s try to change it’.”

Anyone wishing to run for the presidency must fulfil a strict list of criteria that includes the support of five associate member nations and proof of working within a member for two of the previous five years(fifa 15).

And Raiola said: “Whether I am eligible is one of the points that are still discussable. My lawyers think yes, some other people think no.

“I think I have the support of five members but the rules say you have to be a member of an association for a longer time and have had a function there.

“So basically FIFA is saying that only when you’re already a member can you run for president. It’s difficult, I’m aware of that, but nonetheless I think someone should try and I want the chance.

“One of the first things I would do is take the power away from the president – to decentralise power. So why would I want to be president just for power?

“I have lots of ideas. Why isn’t there a FIFA centre in every country, for example, where kids can go to train or recover from injury or learn?

“FIFA touches almost one billion people who like football. I think governments too should get involved and tell FIFA there is an obligation to be transparent if they want to remain in the system.”
